This flow is for coexistence: the customer keeps using the WhatsApp Business app,
and this server gets Cloud API access to run the bot on the same number.
1. Create a signup session on this server.
2. Complete Meta login and choose the customer business assets.
3. Store the resulting WABA and phone number on this server.
